Applicability is part of the score

An informational website is not automatically deficient because it has no MCP server or OpenAPI document. Santos first determines whether callable and commerce surfaces are relevant, then separates tested, unknown, and not-applicable checks.

Passive by design

The audit reads bounded public resources. It does not authenticate to the target, submit forms, invoke advertised business tools, execute target-provided code, or send a payment signature to the audited service.
